Michael Neil is dedicated to creating learning environments where inclusion, respect, and belonging are at the foundation. As University of Illinois Extension 4-H Youth Development Educator, Metro, Michael encourages curiosity, helps youth discover their voice, and supports them in becoming independent thinkers and empathetic leaders.

At the heart of Neil’s teaching philosophy is a commitment to ensuring every young person feels seen, heard, and valued. He views education as a collaborative journey—one where students are empowered to ask questions, explore their interests, and take ownership of their learning. Michael strives to cultivate spaces where diverse perspectives are celebrated, mistakes are embraced as part of growth, and each learner feels confident stepping into their full potential.

Michael joined Cook County Extension in 2014 and served as the Marketing and Communications Coordinator before moving into youth development. In his communications role, he used compelling storytelling to highlight Extension’s impact and helped colleagues articulate their ideas and passions with clarity and confidence.

Neil began his Extension tenure as a Program Coordinator and has supported the STEM, 4-H Youth Development, and Social and Emotional Learning Teams. During this time, developed new partnerships and expanded existing relationships with nonprofit organizations and schools. Michael also co-created a mentoring program for pre-teen boys and developed an introductory science series designed to spark curiosity in elementary-aged youth.

Michael brings extensive experience working with individuals from diverse professional, cultural, and socio‑economic backgrounds. He has contributed to increased program participation across multiple Extension areas, earning team recognition for helping grow traditional 4-H club membership.

Neil has served on several key Extension committees, including Extension Strategic Planning Steering, Council on Governmental and External Relations, Communications and Information Technology, Cook County Volunteer Management, MarCom Better Together Planning, and multiple regional and local search committees.

Outside Extension, Michael has worked as a grant writer, program coordinator, nonprofit workforce development instructor, and proposal writer—roles that have strengthened his skills in communication, program development, and strategic planning.

Michael holds an MBA from Northern Illinois University and a BS in Management with an English minor from the University of Illinois Chicago. He is also a member of Beta Gamma Sigma, the international business honor society.
